In my experience the majority of managers are sloppy thinkers and love to hear their own voice. So meetings for them are ego burnishing platform. Truly solving problems would reduce the number of opportunities for strutting their self-importance.

My best experience was in firms (unfortunately only 2 in 30+ years):

   * The person calling the meeting emails agenda, supporting materials and clearly stated goal 3-5 days before scheduled date/time.
   * Only those with functional impact upon the issue and decision are invited.
   * Everybody turns up on time and has read the circulated materials.
   * Meeting sticks to agenda and finishes on or before scheduled time.
   * Minutes are written up and circulated within 24 hours of meeting.
